La Ley de Cobertura Universal en Salud en Filipinas: una visión diferente

La Organización Mundial de la Salud propugna la cobertura sanitaria universal (CSU) como medio para abordar la desigualdad sanitaria y permitir que los sectores más pobres de la población tengan acceso a la atención sanitaria. En Filipinas, los esfuerzos del gobierno para ponerla en práctica han evolucionado a lo largo de los últimos diez años, dando lugar a la aprobación de la Ley de Cobertura Sanitaria Universal en 2019. La ley se basa en gran medida en el financiamiento de la salud como motor central de las reformas del sistema sanitario. En este artículo se describen y analizan los principales actores de la aplicación de la Ley de Cobertura Sanitaria Universal, en particular el programa de seguros en el que se basa, la agencia que se encargará de aplicarla y el principio general en el que se basa la ley. Éstos están cargados de problemas y pueden dificultar que se logren los resultados buscados. En lugar de una dirección basada en el financiamiento de la salud, se postula un enfoque basado en los derechos como un mejor marco y ruta de acción para lograr la salud para todos.
