Revisitando el Congreso de Bandoeng, Indonesia, sobre higiene rural

Resumen

La Conferencia de Bandoeng sobre Higiene Rural, organizada por la Liga de Naciones de la Organización de la Salud (League of Nations Health Organization-LNHO) en 1937, ha sido llamada adecuadamente “un hito en la salud y el desarrollo.” En sus deliberaciones uno puede encontrar “repetidas recomendaciones para la colaboración intersectorial e interagencial, un énfasis en la educación en salud y una reforma educativa más amplia, y súplicas urgentes para la plena utilización de personal de salud no médico” así como “menciones abiertas a la ‘reconstrucción rural’ y ‘reforma agraria’….” El Dr. Halfdan Mahler, Director General de la Organización Mundial de la Salud (1973-1988) señaló los paralelismos entre los resultados de la Conferencia de Bandoeng y el enfoque en la Atención Primaria en Salud (Primary Health Care-PHC) de la WHO (World Health Organization), la cual se consagró en la Declaración de Alma-Ata adoptada en 1978.
