Deconstruyendo el discurso de cobertura universal para la salud en India

Desde la publicación del Reporte Mundial de Salud 2010, la cobertura universal para la salud ha tenido una mayor influencia en la implementación de políticas de salud a nivel mundial. Aunque el objetivo de lograr la cobertura universal ha sido ampliamente loado y reivindicado en distintos foros nacionales e internacionales, los contornos del debate son disparejos. En consonancia con este llamado mundial, India, como muchos otros países de ingresos medios y bajos, se ha abocado a una ruta de trabajo para lograr dicha cobertura universal a través de la propuesta de varias reformas al sector salud. Aunque el asunto de la cobertura universal ha recibido significativa atención política en el país, existe el riesgo de que los debates se limiten al asunto del financiamiento y provisión de servicios médicos. Argumentamos aquí que los debates actuales en torno al tema debieran concentrar la atención crítica sobre la (re)prioritarización de la atención primaria, políticas públicas y equidad en la atención a la salud y sus determinantes, en lugar de limitarse a la atención miedica en sí.
